Local Employment and Skills Plan Communications / Project Management Support
Introduction
Lincolnshire & Rutland Employment and Skills Board (ESB) is co-ordinating the development of an overarching, influential employment and skills plan for the sub region – in partnership with a range of other employment and skills stakeholders. These include emda; Jobcentreplus; National Apprenticeship Service; Lincolnshire County Council; Rutland County Council; District Councils etc.
The full project will have two key development stages:
Stage 1
The development of an initial Draft Employment and Skills Plan which will be submitted to the Employment and Skills Board in advance of its meeting on March 18 2010. A team of ESB / Lincolnshire County Council colleagues has been established to produce the plan, although there is a need to supplement this with external communications / project management support.
This will involve:
Working with the Project Team to develop an outline Plan Framework and an achievable implementation plan
Linking directly with Project Team Members to review progress and provide support accordingly
Drafting agreed sections of the Plan, and also liaising with any specific Specialist Contributors – e.g. small research projects / reports
Providing editorial support to ensure a consistency of approach/style throughout the plan
Preparing a final first draft document to agreed timescales
Stage 2
Support to a wider consultation process involving key external stakeholders such as Business Groups, Third Sector, Public Sector employers, Learning Providers, Workforce representatives, etc.
Production of a final professional, printed document.
We are seeking to sub-contract support for Stage 1 of this process. Our key selection criteria for the successful sub contractor will be:
Experience of managing the development of complex public domain plans/strategies that embrace a critical partnership ethos
Strong Project Management / Co-ordination Skills
Strong written skills
Value for Money
Experience of developing/delivering publications within the employment and skills /arena.
Interested Sub-contractors should outline a short proposal covering the following:
A short paragraph outlining how this project should be approached
Relevant experience of similar work, including an actual example document where possible
Identification of the person who will undertake the project
Relevant charging rates for this project on a ‘day-rate’ basis
